A solar PV system is expected to operate for many years, so the contractor you select can affect safety, system performance, roof condition, regulatory compliance and the support available after installation. A professional proposal should make important assumptions visible and give you enough information to compare offers fairly.
What does EPCC mean in the solar industry?
EPCC means Engineering, Procurement, Construction and Commissioning. In a solar project, an EPCC contractor normally coordinates the design, equipment selection, purchasing, installation, testing and handover of the complete PV system.
- Engineering: analysing electricity use and site conditions, designing the system and preparing technical drawings.
- Procurement: sourcing the panels, inverter, mounting structure, protection devices, cables and monitoring equipment.
- Construction: managing installation, electrical work, roof interfaces, safety and quality control.
- Commissioning: testing the completed system, confirming operation and providing the required handover records.
The word “EPCC” by itself is not proof of competence or regulatory status. Customers should verify the company, the people performing regulated work and the exact scope promised in the contract.
1. Is the solar EPCC registered with the relevant Malaysian bodies?
Start by checking registrations directly with the relevant authorities instead of relying only on a logo shown in a brochure.
SEDA Malaysia describes a Registered PV Service Provider (RPVSP) as a company providing services that include consultation, design, supply, installation, testing and commissioning of a complete solar PV system. Check the current SEDA directory and confirm that the company name and status match the entity issuing your quotation.
Electrical installation work should also be performed under the appropriate Energy Commission requirements. Suruhanjaya Tenaga states that contractors and wiremen must hold valid licences before carrying out electrical installation work. Ask which registered electrical contractor and competent persons will be responsible for your project.
Where the scope constitutes construction work, check the contractor’s applicable CIDB registration, category, specialisation and grade. CIDB states that contractors must be registered before undertaking construction work in Malaysia, unless a statutory exemption applies.
2. Does the EPCC have relevant project experience?
A large number of installed panels is less useful than experience with projects similar to yours. Ask for examples that match your building type, roof material, system size, electricity profile and operating environment.
For each reference project, request the location, capacity, completion year, scope performed and whether the system is still monitored. Where appropriate, ask whether you may speak with a previous customer. A trustworthy contractor should distinguish completed projects from proposals, partnerships or work performed by unrelated companies.
3. Is the system designed around your electricity use?
A good design begins with the customer’s load profile and site, not a standard package. The EPCC should review recent electricity bills, daytime consumption, tariff category, future demand, roof area, orientation, shading, access and electrical infrastructure.
Ask the contractor to explain why the proposed kWp capacity is appropriate. A roof may physically fit more panels than the site can use effectively. Conversely, a future expansion, electric vehicle or new production line may change the design discussion.

4. Are the energy and savings estimates transparent?
Ask for the assumptions behind every headline figure. A credible proposal should explain the estimated annual generation, solar-resource data, shading assumptions, system losses, degradation, self-consumption, tariff assumptions and any allowance for downtime.
Savings and payback are estimates, not guarantees. Request a conservative scenario as well as the main estimate. Be cautious when a salesperson promises a fixed bill reduction without reviewing the property’s electricity use and site conditions.
5. Does the quotation identify the exact equipment?
The quotation should name the manufacturer and model—or define an agreed equivalent standard—for major components, including:
- solar modules and their rated output;
- inverter type, model and capacity;
- mounting structure and roof attachment method;
- DC and AC cables, connectors and isolators;
- protection, earthing and surge-protection devices;
- monitoring platform and communication equipment; and
- any export-control, metering or other project-specific equipment.
Clarify whether substitutions require your written approval. Equipment quality matters, but even strong brands can perform poorly when the system is badly designed or installed.
6. Has the contractor assessed the roof and structure?
The EPCC should consider roof age, material, condition, load, drainage, waterproofing, wind exposure, safe access and future maintenance. For a complex or uncertain structure, ask who will provide the necessary structural assessment and endorsement.
The contract should state who is responsible if the roof leaks or is damaged during installation. It should also explain how panels will be removed and reinstated if roof repairs are needed later.
7. What safety and quality-control process will be used?
Ask for a project-specific safety plan, site supervision arrangement, worker competency information, fall-protection method, isolation procedure, testing plan and emergency process. Commercial and industrial customers should also discuss permit-to-work rules and coordination with facility operations.
The contractor should document inspections during construction rather than relying only on the final appearance. Useful records can include mounting and waterproofing checks, cable routing, connection torque, labelling, protection settings, test results and photographs of work that will become concealed.
8. Who manages applications, testing and commissioning?
The proposal should identify who prepares and submits the applicable documents, coordinates with authorities and the distribution licensee, arranges metering where required, and certifies the design and installation.
At handover, request the approved drawings, single-line diagram, datasheets, test and commissioning records, warranty documents, monitoring access, operation instructions and important contact details. Do not accept “system switched on” as the entire commissioning process.
9. Are the warranties clear and usable?
Solar proposals may mention product, performance and workmanship warranties, but these cover different risks. Check:
- the party legally responsible for each warranty;
- the coverage period and start date;
- exclusions, claim procedure and required maintenance;
- whether labour, transport, access equipment and replacement delivery are included;
- who handles manufacturer claims; and
- what happens if the installer or product supplier is no longer operating.
A long warranty headline has limited value when the claim process and responsible party are unclear.
10. What after-sales support is included?
Ask who monitors the system, how faults are reported, the normal response time, whether remote diagnosis is available and what maintenance is included. Confirm whether the monitoring account will be registered to the customer and whether historic data can be exported.
For businesses, request an escalation path with named roles rather than only a general sales contact. The handover should explain the difference between a generation issue, a communication fault and normal weather-related variation.
What are the warning signs of an unreliable solar quotation?
- pressure to pay immediately before receiving a complete written scope;
- registrations that are expired, unrelated or issued to a different company;
- guaranteed savings without supporting assumptions;
- equipment described only as “Tier 1” or “premium” without model details;
- no clear roof, structural or waterproofing responsibility;
- missing application, metering, testing or commissioning scope;
- unclear exclusions or unusually large upfront payments;
- verbal warranties that do not appear in the contract; and
- no defined after-sales process or monitoring handover.

Is the cheapest solar EPCC quotation the best?
Not necessarily. Compare design assumptions, equipment, installation quality, exclusions, warranties, applications and after-sales support. A cheaper offer may omit work that becomes an additional cost later.
Does SEDA registration guarantee a perfect project?
No. Registration is an important verification step, but customers should still evaluate experience, design quality, contract terms, safety, workmanship and support.
How many solar quotations should I compare?
There is no universal number, but obtaining more than one complete proposal can help you compare assumptions and identify missing scope. Ensure each contractor is pricing a comparable requirement.
Should I ask for a site visit?
